Follow the below to resolve:
⚠️Important: All users must be out of Elite.
Go to database location in File Explorer.
Open the PracticeManagement folder.
Rename all the Product_Access files to .old.
Reopen Elite Practice Management.
The index FK_Job_Office contains duplicate keys
